The Potter/Randall Appraisal District (PrAD) attempts to: 1) identify all real and personal property, and 2) then value each parcel. Their primary mission is to divide the property taxes paid to entities in the county as accurately and equitable as possible. Potter/Randall Appraisal District had 144,497 tax parcels in 2021 and 17 appraisers to value them and conduct tax protest hearings. That works out to 8,500 tax parcels per appraiser.

Potter/Randall Appraisal District has a lean level of staffing. We estimate about 25% of appraisal district appraisers work on valuation while the balance work on measuring new property and other inspections. We further assume the appraisers have 3 months or 66 days to complete valuations. Based on these assumptions, an appraiser at Potter/Randall Appraisal District completes 515 valuations per day during the valuation period. The high pace of valuation per day is illustrative of the difficulty of accurately and uniformly valuing all 144,497 properties in Potter/Randall County.
